Samurai X: Reflection (Rurouni Kenshin OVA)?

You can find half-full versions (i think they they were full length movies divided into 2 installments) at www.veoh.com. I think the ones i saw were in japanese with english subs though. But they would sometimes have titles both in subs or in dubs so you could probably check the site to find if they have it in english dubs as well.
