Will u.s. xbox and u.s. games work in Colombia?

We want to send this to a sponsored child in Colombia for graduation. He has no internet access, and we want something he can play on his TV with his family. Any suggestions will be greatly appreciated. (Perhaps PlayStation or Wii would be a better choice?) I obviously know nothing about it. We are thinking of getting a used system. Thanks.
