Window Tint fairness, What's up with it??

I recently got pulled over for the window tint on my car. It's at 14% and in my state the legal 'Limit' is 30%. I honestly think the officer was just bored, because i've had my car 2 years with the same tint and been past that officer SO many times but yet he just now decides to pull me over. What i don't understand is that i've seen cops (city, sherrif, and state) with A LOT darker tint than whats on mine! What's up with that?
